The jail incarceration rate 'progress bar' chart should use (1- calc_percentile_jail_incarceration_per_1k_population). Currently, it is not displaying for some reason. For example, for LA sheriff calc_percentile_jail_incarceration_per_1k_population should be (1 - 62%) = 38%.
