$10k project idea #8 - Improve Keyboard Only Access for Canada.ca

Canada.ca & WET do not have particularly strong focus behaviors for keyboard only users. Links presently have similar styling between hover/focus, but focus needs to be more enhanced as a best practice.

Update on issue from May 2020

#8 — Keyboard Only Focus, this still hasn’t been added to WET, but it is in the pipeline. Ultimately we can probably just copy what GDS has done in the UK.
