mysql cluster failed to initialise

Steps to reproduce

Canonical Solutions QA multi-node test deployment of MicroStack - dedicated control plane nodes (3) running MicroK8S with a large number of MySQL clusters across the three nodes.

Expected behavior

Three node cluster and associated mysql-router instances should bootstrap correctly.

Actual behavior

The primary in last cluster to be deployed looks like it started and then the charm was not able to communicate with mysqld shortly afterwards.
