Include the metrics path in the relation #8

Enhancement Proposal

Currently the charm that would push metrics to the Pushgateway has hardcoded the path to do so (and receives in the relation the host and port).

But the URL path may chenge with the --web.telemetry-path option, so we also should include it in the relation.
