Flight Creation in Site Configuration tool is not persistent

When I create Delta flight in the Site Configuration tool, it works initially, and I'm able to add cadets to that flight from the Flight Assignment tool. However, the flight disappears from the Flight Assignment tool after 24 hours. Cadets do remain assigned to the flight persistently, as can be seen in a downloaded 60-1 report. Further, when I re-create Delta Flight in the Site Configuration tool, and navigate back to the Flight Assignment tool, all of the cadets previously assigned to Delta have been moved automatically back into that flight.
