Google Play upload error - Release uses an old version of Google Play Billing

Describe the bug
When uploading the APK to Google play, the API returns the following error:
Google Api Error: Invalid request - Release uses an old version of Google Play Billing.

To Reproduce
Steps to reproduce the behavior:

1. Build APK
2. Upload APK with Fastlane supply

Expected behavior
APK is accepted by Google
