A contributor can apply for bounty. If accepted an admin assignes issue to user.

This issue needs more info before work can start. Is this even something gitwork will have logic for?

How are applications stored?
Who approves applications?
What GitHub api calls are needed to automatically assign the user?
Will this require a GitHub App to be used where repo owner approves write access?

One idea is to have a bot creating a comment in the issue. The repo owner will then manually add an assignee.
