Add border to hamburger menu

from carpentries/workbench#16, when the viewport is small enough to force the hamburger menu to appear, it's not clear that a menu exists or how folks are supposed to navigate because the hamburger menu blends in well with the surrounding content. Adding a border will help clarify that it is indeed a menu.
