Add forget password page #71

It's empty for now: https://door.casbin.com/forget

First we need the user to input his Email or phone number, if correct, then show captcha. If correct, then send verification code to Email or phone. Then let user input new password for two times.
The forget page will be different for different applications. https://door.casbin.com/forget is for the built-in casdoor app.
