Scroll Wheel to switch tabs function is NOT WORKING when the chrome window is on the second monitor!

What steps will reproduce the problem?
1. PC is using dual monitors running Win 7 64bit
2. Put the Chrome window on the secondary monitor
3. Then the Scroll Wheel to switch tabs function will not work

What is the expected output? What do you see instead?
Scroll Wheel to switch tabs function is NOT WORKING when the chrome window is 
on the second monitor!

What version of the product are you using? On what operating system?
Most updated version of chrome stable and updated version of chrome-toolbox

Please provide any additional information below.
