Reinstate standalone FERC 1 plant output tables

In the Great Rename, all of the standalone FERC 1 plant output tables were turned into ephemeral _out_ferc1__ tables, and are only published in a user-friendly, denormalized form in the out_ferc1__yearly_all_plants table. However, there's no easy way to select only plants of a particular type from that table, and the different plant types have only a handful of overlapping data columns, and we have different structural assumptions about the different plant types (e.g. only the large steam plants will have plant_id_ferc1 values assigned).

Publishing these individual plant tables in denormalized form will be useful for ergonomically accessing that plant-specific structural data. In addition, we already publish the fuel and fuel-by-plant tables, which only make sense in combination with the large steam plants, which are not published on their own as output tables.

The plants tables already exist as unpublished assets. They just need to have their metadata compiled to define Resources that can be written out to Parquet and SQLite.
