It seems like line https://github.com/catalyst/moodle-auth_outage/pull/108/files#diff-d11e2b9e464a2d6711842693ee58d997e7d238e803fbbe33cea332ece518159eR43 is causing $CFG->behat_dataroot to be /var/www/behatdata/behatrun/behatrun/behat/behat.yml instead of /var/www/behatdata/behatrun/behat/behat.yml.
