Reengagement: Sends out Reminder even when suppress condition is checked and true

We have defined a reengagement to be send out when the course is not completed one week after enrolment:

• After delay 1 week
• Suppress notification if target activity is completed checked - Target activity is a quiz and selected here
• Restricted access: If course complete "no".
• Anyway, a reminder is sent to all that have already completed the course no matter if they passed the test or not.

What are we doing wrong?

(BTW: Changed it to Never to avoid more confusions and the system says that the activity will be completed at "timestamp" after that.)
