add sbt as part of the java-tools

Would be nice to have sbt (build tool for Scala, Java ...) available in the image.

added to the java-tools image, expect it to be included within ca. 1 week (ubuntu 22.04 variant, the older ubuntu variant has random / persistant failure for unknown reasons)
