What do you mean "sounds like an issue with all poisons", mind numbing is the only poison meant to slow cast speed, but it apparently also increases global cooldown.

I came with some proof as this issue was really bugging me, seeing how on most private servers it never works properly: https://www.youtube.com/watch?v=IB7bUNWTlh4 - check the duel at 3:20

Also I believe this issue extends beyond Mind-Numbing to Curse of Tongues and Slow.

So what is the current behaviour? After it is applied, what happens to the caster?

Well in the previous test, I played a mage and dueled vs a rogue who kept using used mind numbing poison on me. What I noticed was that it didn't just slow the casting speed of frostbolt for example by 60%. It slowed my global cooldown of all spells including instants etc. by 60%, so essentially my spells that have a global cooldown would be available once every 2.4 seconds up from the normal 1.5 global cooldown.

Maybe you could try it for yourself, but be sure that when you try it, you use a caster class like a mage (I know for sure it's bugged for mage class). Because I tried it on a warrior and it seems phyisical dps classes don't have this bug. After mind-numbing was applied warrior GCD was still 1.5s

2.4 patch notes:

Spell Haste: Spell haste now reduces the global cooldown on spells, down to a minimum of 1 second. This change does not apply to melee and ranged abilities.

perhaps the opposite would increase global cooldown?

Also the video you linked Somnu says in the description that all the footage when the default blizzard actionbars were used was patch 2.3

Haven't found any mention of increase in Global Cooldown by poisons yet. And the wording always suggest only affecting those with cast time.

It didn't change from 2.3 to 2.4 man. I mean come on this is wow we're talking about, people would've whined. You were never able to increase your GCD on retail. It's probably a mangos stock bug that gets overlooked on most private servers, I'm assuming it should have a cap with 1s - 1.5s being it's border values.

Ok so I searched and found some footage from 2.4.x. The only time he has a cast slowing effect on him is in a rogue duel, when he was poisoned with mind numbing. I took the time to slow the footage down so it can be better seen here: https://www.youtube.com/watch?v=hE7KIc1yE8g&feature=youtu.be

Hint: Look for the time his blastwave cooldown(the 9th spell on his top action bar) matches his button pressing. I found that when blastwave's CD is at 14sec(0:29 in the video) it lines up pretty well with GCD and it can be seen that the GCD is indeed 1.5 seconds. If you pay close attention it can be seen that he begins casting an arcane explosion just as the Blastwave CD turns from 15sec to 14sec and then it is seen that he actually starts casting another arcane explosion before the Blastwave CD reaches 12sec
Now if you think that this isn't proof enough and that even if it's clearly under 2sec I can't say for sure that it's 1.5sec, well, you need to factor in the fact that mind numbing slows you down by 60% which means it should be well over 2 seconds (2.4 to be exact) and the video clearly shows that that isn't the case. Debugged it, my global cooldown as a mage did not increase (stayed at 1.5 secs) with a rogue putting mind-numbing on me. Needs further testing.

You can nicely see this if u full-gem and equip haste gems and haste gear... GCD reduced from spell haste shouldnt be increased by spell-debuffs such as tongues or mind numbing...
