I don't know whether the config is actually bad, but the latest version (1.1.0) was released 3 days ago and it's still missing from cdnjs: https://cdnjs.com/libraries/modern-normalize.

Looks like that's a caching issue on the site -- You can see that 1.1.0 is available via the API (https://api.cdnjs.com/libraries/modern-normalize/1.1.0) or by visiting the asset URLs directly (https://cdnjs.cloudflare.com/ajax/libs/modern-normalize/1.1.0/modern-normalize.min.css)
