User to Sector

Give the possibility to add many user to a sector and user to be in many sectors, so when a occurrence open for a sector, the users related to the sector will receive a notification

It's only a JPA relationship to do or make a view to?? A simple multiple select can be used??

I think a many to many would be perfect to this.
No view needed, but the user CRUD would be changed, so can relate user to sector.
