After merging #640, we should add some documentation for how to run a backup relayer and its wait time configuration.

In a nutshell, a backup relayer is a relayer that will wait for a certain period before relaying attestations to the EVM chain. The main use case for this is to have a backup mechanism in case the official relayers fail to avoid halting blobstream.
