It's free, unlike the ISO one. Changed the link to the same one used in Wikipedia which has more explanation and differentiate clearly the bibliographic codes.
Domains are loosely defined as each country decides what they want to use (at least in the early days) The IANA official list also contains a lot of other codes as well. The ISO one is specifically done for countries. cc @ablwr
