Runtime metadata not have the right set of constants after a runtime upgrade #256

I have tried changing a const like SESSIONS_PER_ERA for the staking module and then do a runtime upgrade. However, the consts that cennznet.io retrieves from runtime metadata stay the same as before the upgrade.

I think refreshing the page / re-initializing the api fixes it in this case.
similar in nature to #108
