I am considering to introduce Matrix to the Iranian public for a secure messaging alternative that they can run on their personal servers.

The reasoning behind this is that the government has blocked nearly every single foreign messaging solution trying to force people to use local equivalents that are not respecting people's privacy. So running an E2EE messaging software like Matrix even on Iranian data centers are safe.

The only concern is that the Iranian government might try to stop it by detecting Matrix related data packets and dropping them or even convict those who run a Matrix server. As far as we know, the Iranian government has acquired something similar to the Chinese great firewall. So, can they detect who is running a Matrix server or is communicating with one?
