When downloading a shapefile that is, e.g. block groups in a city, they are all in one layer. We should use one layer per sumlev.

None of the geodata formats we support have the concept of layers. It's all or nothin'.

We could maybe export individual shapefile sets for each sumlev, but that would be a bit more work.
