Related to #2737

This adds a framework and some example tests for testing SQL functions directly.

Technical details

This necessitated setting up a dev DB service that has some testing functions installed. This can be used for development or testing, as desired. To run the new tests, follow the instructions in the developer guide. Some python tests have been removed, since they would now be redundant.

The only concern I have with this setup is not having the ability to run individual db test cases, other than that everything else looks good!
