From the spec:

Trees of trees. A content.type of "3dtile" is planned and will allow conversion tools to chunk up a tileset into any number of tiles.json files that reference each other.

content.type was removed in #5, but this issue is still valid. content.url will be allowed to point to another tiles.json file. This will be a small change to the spec and to Cesium.

This is implemented in Cesium in CesiumGS/cesium#3158.

I will write a JSON schema for tiles.json that includes this soon.
