Connecting people who claim the same sidewalk / neighbors

Create a feature that allows people who claim the same sidewalk or neighboring sidewalks to coordinate snow shoveling activities.

Use Case 1:

Quaxelrod lives in the same apartment building as Carl the Intern. Carl goes to claim the sidewalk for their side of the building and notices that it's already been claimed - but program allows Carl to communicate with Quaxelrod. Carl and Quaxelrod agree to alternate show shoveling duties.

Use Case 2:

Hambone has a snow blower that he doesn't mind sharing with neighbors on his block. When he notices that neighbors have claimed the adjacent sidewalk, the site allows him to contact them in order to make the offer.

Quaxelrod and Carl the intern have a terrible landlord, allows them to "add the landlord" as responsible for the area outside apt. Public Shaming et al to be added.
