Huge SVG icons when CSS is disabled

The new inline SVG icons look huge when CSS is disabled and makes it almost impossible to read the page.

Current behavior

• Inline SVG icons are huge when CSS is disabled

Expected behavior

• Inline SVG icons don’t hinder the readability of a page when CSS is disabled

Steps to replicate behavior

1. Go to https://www.consumerfinance.gov/practitioner-resources/library-resources/program-ideas/
2. Disable CSS styles in your browser
