Clean up Table 1 formatting

Probably this means editing the text file that results from running kramdown, right?

Yeah, I think so. We might close this if we think that's too much work. :-)

Easy enough to tweak before submitting the text file to datatracker... just have to remember to do it with every update.

I wonder if eventually the RFC Editor might not touch up the table anyhow...
