Distribute via Debian

Update the Debian packaging to fix outstanding issues that caused the package to be removed from Debian Buster (https://tracker.debian.org/pkg/cfv).

The most severe issue (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=866419) was fixed in 2f5df43 and 9c670a3.
I also contacted the current Debian package maintainer Stefan Alfredsson on 6th March 2019.
I think the package still needs an update of the Debian standards version. I am not sure, how much work that involves.

Would you provide instructions to manually build the deb file ?

I tried debuild -i -us -uc -b under ubuntu 20.04, but failed.

@galaxy001 I am not surprised that the Debian package build fails. The problem is that the Debian packaging in this repository is not yet adapted for the current cfv version. Pull requests are welcome :)

If anyone considers updating the Debian packing, please take a look at cfv 3.x (currently the python3 branch). It is still in development, see #8 for the current progress.
