Make reusable workflow work without write permissions

One issue with the reusable workflow for GitHub Releases is that since it changes the release notes of the given triggered release it needs write permissions.

It's a bit obscure to have by default contents write permissions by default. We should make it so if no proper permissions are passed it does not fail and does not publish any release notes.
