Issue Description

type: feature request

Describe what happened (or what feature you want)

can not specify CPU usage

Describe what you expected to happen

could using a command like this:
blade c cpu load --cpu-percent 75
to control CPU usage equal 75%

How to reproduce it (as minimally and precisely as possible)

  1. add a command
  2. blade c cpu load --cpu-percent val
