Is your feature request related to a problem? If so, please describe the problem:
Current Behavior: This repo is missing a template to present to contributors when they create a PR.

Potential solutions:
Update the PULL_REQUEST_TEMPLATE.md in the .docs folder of this repo. Another addition can be to include an explanation and instructions on signing off on commits.
