Is your feature request related to a problem? If so, please describe the problem:
This emerges from this issue: oss-aspen/8Knot#204

basically, because of the datatype we chose six years ago, we don't capture the timestamp.

Potential solutions:
This could be "easy". It could be "Tricky"

Additional context:
key tables: Issues and pull requests and their related tables.
