This:

This metric will illustrate quickly and visible if there is one license or more than one; and the larger the number, the more complex the considerations grow for decision makers.

The License Count Metric is a mystery to me.

  1. It was never released.
  2. The Metrics tracking sheet lists it as "moved" and includes a question where it was moved to.
  3. The release issue here was closed before the last release, but without explanation.
  4. The metric still exists in this repo.

Did we not publish this metric because it can be implemented as a filter or parameter on other metrics like License Declared?
