In the file, 'https://github.com/chardet/chardet/blob/main/tests/windows-1255-hebrew/hydepark.hevre.co.il.7957.xml', we have found the following license text:

This may cause issues even for open source projects that allows commercial use.

Can you please let us know if there is an option to retain the file even for commercial use?
Is it possible to remove the content that is only for non-commercial and personal use?

Easiest fix would be to find another test file that satisfies that encoding. Can you please help suggest or create such a file, and then I can help put together a PR. Thanks!
