[BUG] First point gets cut off #4802

Expected Behavior

I wanted to create a line chart where the first point is X: 0.4 - Y: 100.

Current Behavior

I noticied that when the first Y tick is over 9, it is not displayed.

Here's an example:

The same example works perfectly using the version 2.3.0:

Environment

  • Chart.js version: 2.7.0
  • Browser: Google Chrome 61.0.3163.100
