Implement a Power Meter System for those who have the Victory Viper Set.

Due to how Terraria works and more thinking, the power meter does not fit in very well. However, I have something else in mind. Instead of power capsules, it will be how much you attack and damage enemies.

Also, the loadouts could be accessories too. or just armor set.
