We currently have false-positives as reported by @atomic111

To reproduce: Start Ubuntu 16.04, install postgresql, check systemctl show --all postgresql and inside of inspec shell service(postgres.service).running?. Inspec will show running as false, but systemctl has more info:

ActiveState=active
SubState=exited

We are looking at substate only, we need to look at activestate.
