i'm basically ready to do this but i've sort of been waiting on samvera-deprecated/sufia#1291

Since the noid statefile is unique per-server, this update needs to be done with downtime. While site is inaccessible, the following needs to be run on the server:
rake sufia:noid:migrate_statefile
