Expose cfpLoadingBar spinner element configuration?

Very simple to do. I'm currently doing it with angular-hotkeys, so if someone could take a quick look and open a PR, probably wouldn't take more than 30 minutes.

I'm wrapped up in other work for the next couple months, so couldn't do this myself for sometime. Thanks!
