bbrplus内核导致nginx启动失败 #26

系统Debian 9，nginx版本为1.16.0
安装bbrplus内核后nginx启动失败，报错

nginx.service: Start-pre operation time out. Terminating.
Failed to start nginx - high performance web server.
nginx.service: Unit entered failed state.
nginx.service: Failed with result 'tomeout'.

执行nginx -t或systemctl restart nginx会卡住
