Windows Command Line cannot display some fg colors #414

Here is my piece of code. I use gray color:

In Windows Command Line, I cannot see the correct color.

but in WSL2, I can see it correctly..

I also tried 256 colors, dose not seem to correctly show the color that I want... is there anything that I missed?
