Based on #154 - sometimes packages don't really use Get-BinRoot and can cause a full disk scan when unzipping. That is bad and can cause access denied errors.

I thought that there was also an existing issue over on chocolatey/chocolatey, but it appears we've only talked about it on the mailing list.
