Opening Tensorboard from the UI #7

As a user, I want to be able to open Tensorboard directly from the console to see all graphs.
Applies only to experiments that use tensorflow.

TBD: Accessing logs stored on another machine.
Sacred is (will be) able to store the path to tensorflow logs, but when running sacred from a different computer, the path may be invalid.
