I think that serial numbers were configurable before (next serial number vs random next serial number). Ain't they for version 2?

This is intentionally.
Today it is common practice to use random numbers instead of increasing numbers. I currently don't see any sense in giving users control over the serial number.
It is only an additional option where the user (thinks he) has to care about.
