Describe the bug

Error when start server use version 2.98. 
With version 2.93 server start successed
Tried change -filer.port and check no application used port 8888

System Setup

- weed.exe server -dir=D:\seaweedfs -s3 -volume.max=0 -master.volumeSizeLimitMB=500 -volume.index=leveldb
- Window server 2016
- version 8000GB 2.98 c6ec5269f4b34d79ab8e13050623501b8befda32 windows amd64
