I have analyzed make_anchors function and it is very hard and wrong. If you would try to pass other size than (32,32), for example(2,2) it would show you awfull results.

You should delete 4 *, and after all will be ok.

I´m thankful for you hints and will check your PR´s at the weekend. By the way, we have some good working examples with different actors sizes like (16,16), (8,8), (4,4).
Do you have any results witch indicates your method is correct?
