Hi,

I am testing eks anywhere with cilium integration, eks anywhere deployed cilium 1.9.10, but I want to upgrade cilium to newer version, ran cilium cli upgrade in aws/eks-anywhere#362 (comment), it appears breaking the cluster network as I was unable to get k8s API response from kubectl command.

wonder if this is related to kind that eks anywhere is using, and wonder how to trouble shoot this kind of issue, is there cilium cli upgrade debug flag to use?

shot in the dark, wonder if this is in same area of issue that cilium/cilium#17513 is addressing or have already addressed in most recent cilium
