Errors like the following have been appearing in recent CI runs:

14:42:52 ==> cilium-master-build-PR-1356-1: container_linux.go:247: starting container process caused "process_linux.go:258: applying cgroup configuration for process caused \"failed to write 7375 to cgroup.procs: write /sys/fs/cgroup/cpu,cpuacct/docker/c3ef04d5fe97d67d1c9f0044ef4447258a33ed233654291e756e0a48e222cc42/cgroup.procs: invalid argument\""

Per outside discussion with @tgraf, we will see if we can upgrade Docker in the build VM to mitigate this issue.

Closing this, we haven't seen this issue in a long time.
