Incorporating pyobistools in CIOOS - OBIS workflow #278

As the pyobistools package is released it would be good to consider how this tool might fit in the CIOOS - OBIS workflow and be used to validate data files. Not currently relevant as the metadata intake form is for population of metadata records rather than data files, but perhaps down the road where we start considering auto packaging and exporting Darwin Core files to the IPT.
