The Side Panel slides over the existing content, so would require AMount if it was desired to only be not full-page height. Essentially an absolutely positioned element that exists outside of a-mount__wrap (via Portal, see AMenuBase).
Additional context
Accessibility: Other than using aside, I think it's behavior is supposed to be similar to ADialog, so role="document" may be appropriate.
